Prior to entering the legal profession, responsible for construction inspection services, material investigation, foundation investigations and designs, seismic risk analysis, ground modification and stabilization, groundwater hydrology investigations, preparation of general and technical specifications for rock and soft ground tunneling projects and development of construction estimates and schedules.

Mediated approximately 75 construction-related mediations over the past 22 years. The parties involved in these mediations include construction owners (healthcare, schools/school boards, residential, commercial, industrial, state and local governmental agencies, Corps of Engineers), architects, geotechnical engineers, mechanical engineers, structural engineers, electrical engineers, general contractors and construction managers, roofing subcontractors, mechanical subcontractors, electrical subcontractors, hardwood flooring subcontractors, landscape subcontractors, sitework subcontractors, drywall subcontractors, masonry subcontractors, superflat contract flooring subcontractors, concrete subcontractors, sureties, and insurance companies.

Mediated construction disputes related to scope of work; delay (contractor and owner, including actual and liquidated damages); acceleration/resequencing/inefficiency/interference; defective work; defective design; payment; mechanics' liens; contractor default; payment and performance bonds; cost overruns; changed conditions; subsurface investigations; instruments of service; and suspension and termination.

Mediation is an opportunity for the parties to maintain control over resolution of their disputes. The mediator's role is to assist the parties explore all opportunities to resolve the dispute on acceptable terms. Mr. Stovall's experiences as an engineer, as an advocate for all parties involved in the construction process, and as a mediator and an arbitrator allows him to offer suggestions and opinions that facilitate resolution.
