With over 45 years of experience in construction engineering, retired from the Connecticut Department of Transportation (CTDOT) as a District Engineer and served as Executive Vice President and CFO Emeritus at GM2 Associates headquartered in Glastonbury, Connecticut. Current primary residence is in Clayton, NC however is frequently in Connecticut and is willing to serve in both locations without travel expenses. Oversaw the construction engineering and inspection unit at GM2 Associates, an engineering firm with over 200 employees and assisted in all phases of the business operations including acting CFO. Previously served as a District and Assistant District Engineer at CTDOT, acting as the engineer in responsible charge of numerous public works, infrastructure, and facilities projects. Successfully led large teams of engineers and multi-disciplinary project managers. Has extensive experience in all facets of engineering, having started in inspection and design over 40 years ago. Led major construction projects such as the Brookfield Bypass, Arrigoni Bridge, and CTfastrak—each completed on time and under budget despite significant challenges. Spent 12 years leading CTDOT’s Construction Claims Unit, overseeing claim defense and resolution. Additionally, has served as an Arbitrator and Mediator for the American Arbitration Association, resolving over 50 construction disputes as a neutral. Strong management, negotiation, and leadership skills make him a valuable asset in construction oversight and administration.

Mediator Experience

Mediated over 25 cases in the last 25 years involving heavy highway, commercial buildings, home construction and schools. Cases have ranged from $5000 to $5,000,000. In addition, has negotiated over 500 million dollars’ worth of claim while employed with the Department of Transportation.

Representative Issues Handled as a Mediator

Construction cases mediated have included termination for cause, delay damages, inefficiencies, design errors, and active interference issues as well as many other damage issues.

Mediator Style & Process Preferences

Mediation is the most effective form of Alternative Dispute Resolution and I would consider myself an evaluative mediator. I like to analyze the dispute and provide both parties with my assessment of their strengths and weaknesses. I expect that both parties are serious about reaching a settlement.

Locations Where Parties Will Not be Charged for Travel Expenses

Connecticut, Rhode Island, Massachusetts, New York and Raleigh area, North Carolina. Currently travels back and forth in both locations.

Compensation

Hourly Rate: Not provided Daily Rate: $2,800.00 Study Rate: $350.00/hr Cancellation: $1,400.00/Day Cancellation Period: 7 Days Comment: Hearing rate is for a day up to 8 hours. Cancellation Policy: 48 hours in advance 1/2 day charged for cancellation less than 7 days notice.
