Sole Practitioner, 1976 – Present; Associate, Quetglas Vazquez & Subira, 1975 – 1976; Assistant, Puerto Rico Commissioner of Insurance, 1974 – 1975.

Civil practitioner in general construction, and commercial contract law, arbitration proceedings, corporate counseling, taxation, estates and real estate work for private and public entities. Practice involves the commercial and contractual aspects of law with regard to business and enterprises. Have represented both the borrower and the lender in major and minor transactions. Other business-related work has involved representing both buyer and seller in buy-sell agreements and both landlord and tenant in rental agreements as well as the drafting and interpretation of employment contracts. Have represented real estate trusts, land developers, business corporations and insurance companies. Handled commercial and real estate financing, primarily representing the lender, including the preparation of loan documents and contract negotiations. While with the Office of the Commissioner of Insurance, supervised and adjudicated complaints by the public against the insurance industry and between members of the industry; interpreted insurance contracts and evaluated claims management policies of insurers and insurance practices and interpreted insurance law and drafted legislation.

A mediator for at least 20 years in commercial, construction, and insurance disputes in matters referred by the ICDR, AAA, United States District Court for the District of Puerto Rico, and the parties themselves.

Encourage the parties to fully understand the other party’s position through as full disclosure of documents and theories as possible. Understand that, if mediation is not successful, the parties will, in arbitration, have to make the same disclosures. If by making these disclosures at mediation and fully understanding the other’s position, with the encouragement and sincere opinion of the mediator, they may save themselves the added expense of arbitration.
